Well hello dearest comm!
'Tis a meager offer from me. Since I like this doujin so much, I tried my hand at scanlating it. Let me warn you this is the first time I clean and edit and translate, so I am truly sorry...because there are so many pro scanlation groups out there, and surely my attempts are amusing.

I suppose it would be both? The doujin is a bit complicated, especially because it mixes memories, dreams, France being serious, and the narrative mixes America and England's thoughts.
Probably I should have used different font types, to try and make it more understandable? Although I have to say, that in Japanese all the dialogue was the same kanji/hiragana font XDDD
And then you have my crappy translation too. Sorry!!
Pointers of the story:
-It starts with America's thoughts, he is remembering when he met England for the first time, and how their twisted relationship began.
-It shifts to a current meeting & party, with many countries in attendance. During this party, France says he is tired to see how England refuses to take one more step in his relationship with America.
-France offers to give 3 hints of England/America relation: from neighbors to family to brothers...and the obvious next step is Lovers.
-While France is explaning this, America approaches and England fixes his bow tie.
-America remembers that during the Revolution, he used to dream that his inner self had captured England and kept him captive absorving his power and life and love. During this time, teenager America used to talk to France about his fears of one day hurting/killing England, while in reality he wanted to become bigger and be England's hero/savior.
-America drags England away from the party to the balcony, and wants to kiss him and starts pseudo-confessing to Arthur.
-Arthur stops America's advances, and he remembers watching America talk to some random woman...in England's mind, suddenly the woman is wearing a wedding ring. This is England thinking that America should have a happier, more normal future.
-England rejects America, saying he isn't Alfred's heroine, as in "you need not save me, I am not your companion, etc"...and justifies it with: "since the revolution, we don't belong to one another anymore".
Bottomline: England loves America. America loves England. But alas! England is pushing America away thinking this is the best for America.

Yes yes, scanlating through tears here too. Why are these two so adorably stupid?

As a side question, do you know if it's proper scanlating etiquette to use someone else's scanlation (in another language other than Japanese) in place of the RAW to translate into English? Because there are a few Traditional Chinese ones that I would love to translate...
Of course, I would leave the original scanlation group's credit page and watermarks in, I just don't want to waste my time doing this...

And to your question: well, I am such a beginner in this scanlation thing, that I think other pro scanlators could give you better pointers and explanations. I didn't have a problem with this, since I owe Hawawa doujin, and I provided the RAW in the first place LOL
But definetely, you have to ask the owner of the RAW/other-language-scanlation for permission to scanlate their work. Only once you get their permision, you can translate into other languages, even if you are planning to leave the credit page and watermarks, please please ask for permission first.
I have the impression that if you don't, sooner or later someone will come back to bitch at you (and with good reason, mind you) LOL So be safe, kids! *horrible sense of humor, i know*
