Not really.
It'd be like when Arthur always get drunk and calls Alfred an idiot.
And with them always saying the special relationship is over, I think Alfred would be used to it and so they'd be back to normal the next day.

Mmmm~ Calling Alfred an idiot and putting end of special relationship are two different things tho. Even if Arthur's drunk, he wouldn't want to end it with Alfred (that's it, if they are to end up in bed together later xD).
