I think it just seems so because the UK is more vocal about these things. US diplomacy has been pretty cold and brusque for a while and the way I see it the US has always paid less attention to the special relationship with Britain thing than vice versa. Which makes sense for both of them, seeing their positions and policies. But yeah, it's been way worse and even if it gets even worse from now on it doesn't really mean anything because eventually it's going to get better again (unless something really extreme happens to Europe and/or the US).
And really, I just don't understand why RL official policy is important in the first place when it comes to shipping characters in a manga. :/ People are just so quick to jump to conclusions. Yes, it's nice to have the countries you ship have a "special relationship" IRL but that is just a phrase and doesn't really mean anything in and of itself. The relationship would've been the same and would've developed the same way even if it wasn't called "special relationship." It's just words. And they have absolutely no bearing on Hetalia as a whole.
